Copilot has an unusual dependency chain: The editor extension talks to GitHub, GitHub authenticates the subscription, and the request is then served by a model provider. A failure at any of the three produces the same symptom - Suggestions stop appearing - Which makes it hard to diagnose from the editor alone.
The practical tells are a Copilot status icon showing an error in the editor status bar, chat returning an error while inline completion works (or the reverse, since they use different endpoints), and organisation-level policy changes that silently disable the feature for a seat.
