About League of Legends outages
Riot runs League as distinct regional servers - NA, EUW, EUNE, KR, BR and others - Each with its own infrastructure. That is the single most important thing to know when checking whether it is down, because EUW can be completely unavailable while NA is untouched, and a global outage is very rare.
The failure modes that matter are login queues, which Riot uses deliberately to shed load, client patching failures, and in-game disconnects that cost players ranked LP.
